TEMPORARY RESTRICTION OF TRAFFIC
(HIGH ROAD, EASTCOTE) ORDER 2021
ROAD TRAFFIC REGULATION ACT 1984 SECTION 14(1)

1. Hillingdon Council gives notice that to enable main renewal works to be
carried out by Affinity Water and to prevent the likelihood of danger to the
public it made this Order, which will temporarily close High Road, Eastcote
from the junction of Catlin’s Lane to the junction of Larkswood Rise.

2. Diversion route will be in place Cuckoo Hill, Rickmansworth Road, Pinner
Road, Joel Street, High Road and Vice Versa.
Nothing in the Order shall apply to prevent vehicular access to premises on or
adjacent to the prohibited length of road insofar as access is reasonably
practicable without interference with the said works.

3. The temporary restriction will be in operation between 08:00hrs on the 15th
May 2021 to 17:30hrs, on the 16th May 2021 and to such extent as indicated
by traffic signs prescribed by the Traffic Signs Regulations and General
Directions 2002. Road users should assume that the closure has been put
into effect only if traffic signs have been erected stating that the road has
been closed and the diversion route, if necessary is in place.

4. The Order, which is proposed will come into operation on 15th May 2021, will
continue in force for eighteen months or until work to which it relates is
completed. However it is anticipated that the works will be completed within 2
Days.

HS2 – M25 roadworks Denham to Maple Cross

from HS2: Off-peak and overnight survey works on M25, Denham to Maple Cross.  HS2 contractors Align JV will be carrying out temporary survey works on the M25 on both the clockwise and anticlockwise carriageways between Junction 16 (Denham Interchange) and Junction 17 (Maple Cross
Interchange).  The survey work, which will be carried out in phases during the daytime and overnight, will last for about three weeks. Works will start on Monday 12 April and are planned until Monday 3 May 2021.  Details of the phasing, dates and carriageways affected are listed in the attached: M25 Align surveyworks April21 AWN.docx

HS2: Updated Notice of closures at Breakspear Road South, 22 March to 29 March 2021

HS2 will require additional time to complete the works – extending by one week, and additionally a night time full road closure on 29 March. This is to ensure that the installation of traffic barriers and bell mouth access can be carried out safely.

HS2 and UK Power Networks have advised as follows:

UK Power Networks works in the highway

During the start of the Covid-19 outbreak, UK Power Networks, in conjunction with both Harrow and Hillingdon London Boroughs, prioritised work at road junctions due to vehicle numbers being significantly reduced in the area. Works are nearly complete for the duct installation. We are now moving into the joint bay works.

Joint Bays and Cable Pulling starting feb 2021

Once these works for installing ducts are complete, we will have to come back at 14 locations across the route to install our cable. The places we will be revisiting will be approximately 50m in length each and will be there around a month at a time. The planned start date is February 2021 in Harrow and we will work towards Hillingdon opening two joint bays at a time to allow for the cable pull between the two. These works area planned to continue until June 2021.

Letter drops will be provided for affected residents and businesses in the area.

At present we are carrying out 11kV cable pulling works in Clacks Lane in order to power the site supplies for the UK Power Networks substation and SCS welfare at the West Ruislip TBM portal. These works will allow a number of the generators on site to be removed.

Transformer deliveries – West Ruislip TBM Portal
As part of the substation installation, we will have 2no. Electrical Voltage Transformers delivered to our site. These transformers will change the incoming voltage from 33kV down to 11kV so that we can eventually power the Tunnel Boring Machines at their required voltages.

Our transformers will be delivered at the weekend as they are coming directly from their delivery port, as they have been shipped from overseas. They are delivered through the night due to the load and will arrive at the West Ruislip portal in the morning in each instance. The works to install these transformers will be carried out across the following weekends:

Transformer 1 delivery: Saturday 13th March and Sunday 14th March 

Transformer 2 delivery: Saturday 27th March and Sunday 28th March

At present, these dates are planned with our suppliers, however should there be any changes to the delivery due to freight passing the UK border we will update all residents and businesses accordingly.

HS2 and UK Power Networks have advised as follows:

Chiltern Line works update:

We wrote to you recently about night time works near the Chiltern line. We have revised the dates for these works which will now take place from 15 February to 1 March 2021 and 1 April to 16 April 2021. These dates have been revised due to the piling methodology review being carried out in this area.

Update on Breakspear Road South with revised dates:

We are trying to reduce the number of lorries using local roads. To this end we are continuing to set up a crossing point for our internal haul road across Breakspear Road South. To ensure that this area is ready for our future works we will need to construct wider junctions. These bell-mouth junctions make it easier for lorries to negotiate turns and ensure that they do not enter the opposite carriageways.

We will also secure stronger verges, erect hoarding and carry out modifications to the pedestrian footways and crossings. Most of the works on the carriageways will be under lane closures. However, there will be night time full road closures needed on 23 February and 7 March 2021. This is to ensure that the installation of traffic barriers and bell mouth access can be carried out safely.

To reduce the number of HS2 lorries using local roads we are building an internal haul road between our construction sites, crossing Breakspear Road South. To build the crossing point we will need to close Breakspear Road South from 12-15 March 2021. Closing the road and working over a single weekend will reduce the impact on traffic flow in the area and will allow us to work safely.
We will remove the existing road surface in order to construct wider junctions. Additionally, we will compact the area and resurface the carriageway, which will include new line markings and repositioning of concrete traffic barriers.

During the week commencing 15 March 2021, we will be carrying out works along Newyears Green Lane. These works are detailed below:
• vegetation clearance. This activity will need to be carried out under a road closure, between 8am and 6pm. At the end of each shift we will restore the area to its previous condition.
• utility surveys to investigate the condition of the culvert system, using a small CCTV camera mounted on a small robot. If a blockage is found, we may need to flush the system using a high-pressure water jet in order to complete the investigation. This activity will be completed in one day if the weather permits.
Due to the location of these works, temporary traffic management will be required to ensure the surveys can be carried out safely.
Access to the BFA Recycling Centre will be maintained throughout the works.

Utility surveys at Breakspear Road South:
During the week commencing 1 March 2021, we will be carrying out utility surveys along Breakspear Road South near Fine Bush Lane. This will help to inform our design decisions in the area.

Cedar Avenue and Great Central Avenue update with revised dates:
From 15 March 2021, we will be carrying out ground and sewer system investigation at Cedar Avenue and Great Central Avenue. This will help to inform our design decisions in the area.

As of 30th October the information available regarding these works is as follows:

Location E – F: Westholme Gardens from Junction of Windmill Hill to Junction of East Way (Complete)
Location F – G: Westholme Gardens in progress, the Uplands(?) and Myrtle Avenue (Planned 08/11/20 for 3 weeks)
Location G – H: Lime Grove and Hawthorne Avenue (Planned 24/11/20 – 08/01/21)
Location H – I: Meadow Way to Field End Road Crossing (Originally planned from 27/10/20 – 16/11/20).
Location I: Junction of Field End Road – Deane Croft Road and Meadow Way (Complete)

This work is now due to start on the 1st December with a completion date of the 20th December 2020:

Phase one – hard closure of Meadow Way between Field End Road and Deane Way.
Phase two – Two-way lights between Deane Way and Maple Close
Phase three – Three-way lights between Maple Close and Hawthorne Avenue.
